भारत सरकार ने 25वें विश्व नारियल दिवस समारोह का उद्घाटन किया

सुश्री शोभा करंदलाजे, माननीय कृषि एवं किसान कल्याण राज्य मंत्री, भारत सरकार ने लघु किसानों के लिए लाभकारी आय सुनिश्चित करने के लिए नारियल की खेती और प्रसंस्करण को एक वाणिज्यिक उद्यम के रूप में मनाने और निर्यात बाजार को लक्षित करने की आवश्यकता पर जोर दिया। वे 2 सितंबर 2023 को आईसीएआर-सीपीसीआरआई, कासरगोड के सहयोग से नारियल विकास बोर्ड द्वारा आयोजित 25वें विश्व नारियल दिवस समारोह में उद्घाटन भाषण दे रही थीं। माननीय मंत्री ने किसानों से भारत सरकार की विभिन्न विकासात्मक योजनाओं जैसी किसान सम्मान योजना, प्रधानमंत्री फसल बीमा योजना, कृषि अवसंरचना निधि और उत्पादन, मूल्य संवर्धन और निर्यात उन्मुख व्यापार में सुधार संबंधी योजनाओं का लाभ उठाने का आह्वान किया। उन्होंने प्रसंस्करण और उत्पाद विविधीकरण की ओर बढ़ने की आवश्यकता पर प्रकाश डाला, जिससे बेहतर मूल्य प्राप्ति सुनिश्चित करने के लिए खोपरा केंद्रित प्रसंस्करण से नीरा, विर्जिन नारियल तेल और नारियल चिप्स जैसे अन्य उत्पादों के प्रसंस्करण की ओर बदलाव संभव हो सके। किसान उत्पादक संगठन लघु और सीमांत किसानों की सामूहिक शक्ति को सुदृढ़ करके नारियल क्षेत्र में क्रांति लाने में सक्षम हैं। उन्होंने कहा कि वे कृषि मशीनीकरण को बढ़ावा देने, कृषि को व्यवसाय के रूप में अपनाने और निर्यात को बढ़ावा देने में मदद कर सकते हैं।

बैठक की अध्यक्षता करते हुए कासरगोड के विधायक श्री एन ए नेल्लिकुन्नु ने सीपीसीआरआई और नाविबो के कार्यों की सराहना की और सभी संस्थानों से खेती की लागत को कम करने और गुणवत्ता पूर्ण उर्वरकों का उत्पादन सुनिश्चित करने के लिए अनुसंधान पहल के ज़रिए इस क्षेत्र के विकास की दिशा में एकसाथ काम करने का आह्वान किया। डा. वी.बी. पटेल, सहायक महानिदेशक, आईसीएआर, नई दिल्ली, श्री रेणुकुमार, उपाध्यक्ष, नाविबो और श्री पी आर मुरलीधरन, अध्यक्ष, बामको ने शुभकामनाएं दीं।

आईसीएआर-सीपीसीआरआई के निदेशक डा. बी हेब्बर ने गणमान्य व्यक्तियों का स्वागत किया और संस्थान द्वारा विकसित विभिन्न प्रौद्योगिकियों के बारे में संक्षिप्त जानकारी दी। उन्होंने आगे कहा कि खेती की लागत को कम करने और जलवायु परिवर्तन के लचीलेपन के लिए सीपीसीआरआई के अनुसंधान को नई दिशा दी गयी है। डा. हनुमंत गौड़ा, मुख्य नारियल विकास अधिकारी ने नारियल किसानों के लिए कार्यान्वित की गई विभिन्न योजनाओं के बारे में संक्षिप्त जानकारी दी। समारोह में मंत्री ने दस नारियल उद्यमियों को सम्मानित किया; मंत्री की उपस्थिति में सात उद्यमियों के साथ प्रौद्योगिकी अंतरण पर समझौता ज्ञापन निष्पादित किए गए। वटकरा नारियल किसान उत्पादक कंपनी लिमिटेड, जिसने विश्व स्तर पर सर्वोत्तम किसान संगठन के लिए इंटरनेशनल कोकनट कम्यूनिटी द्वारा स्थापित पुरस्कार हासिल किया, को भी इस कार्यक्रम में सम्मानित किया गया। श्रीमती दीप्ति नायर, निदेशक, नाविबो ने धन्यवाद ज्ञापित किया।

कार्यक्रम में केरल, तमिलनाडु, कर्नाटक, आंध्र प्रदेश, गोवा और गुजरात राज्यों के 500 से अधिक प्रगतिशील किसानों ने भाग लिया। नारियल की खेती और प्रसंस्करण तथा विविध नारियल उत्पादों पर विभिन्न प्रौद्योगिकियों को प्रदर्शित करने वाली एक प्रदर्शनी भी आयोजित की गई। प्रदर्शनी में लगभग 25 संस्थानों/उद्यमियों/एफपीओ ने भाग लिया। एफपीओ द्वारा प्रस्तावित नारियल व्यवसाय योजनाओं पर पैनल परिचर्चा के बाद तकनीकी सत्र भी आयोजित किया गया।

विश्व भर के सभी नारियल उत्पादक देश हर वर्ष 2 सितंबर को विश्व नारियल दिवस के रूप में मनाते हैं, जो 1969 में यूएनईएससीएपी के तत्वावधान में संस्थापित नारियल उत्पादक देशों के अंतरशासकीय संगठन इंटरनेशनल कोकनट कम्यूनिटी (आईसीसी) का स्थापना दिवस है। भारत आईसीसी का संस्थापक सदस्य है। विश्व नारियल दिवस मनाने का उद्देश्य नारियल से संबंधित सभी गतिविधियों को बढ़ावा देना है और इस प्रकार आईसीसी सदस्य देशों में लघु किसानों और नारियल उद्योगों को सशक्त बनाना है।

Shobha Karandlaje, Hon’ble Minister of State for Agriculture and Farmers Welfare, Government of India, called for the need to undertake coconut cultivation and processing as a commercial enterprise and target the export market to ensure remunerative returns to the small holder farmers. She was delivering the inaugural address of the 25^th World Coconut Day celebrations organized by Coconut Development Board in association with ICAR-CPCRI, Kasaragod, on 2^nd September 2023 ICAR-CPCRI, Kasaragod. The Hon’ ble Minister called upon the farmers to make use of various developmental schemes of Government of India like Kisan Samman Yojana, PM Fasal Bheema Yojana, Agricultural Infrastructure Fund and schemes to improve production, value addition and export oriented trade. She highlighted the need to move to processing and product diversification thus enabling a shift from copra centered processing to other products like neera, virgin coconut oil and coconut chips to ensure better price realization. The Farmer Producer Organizations are capable of revolutionizing the coconut sector by strengthening the collective power of the small and marginal farmers. They can help promote farm mechanization, undertaking agriculture as a business and export promotion, she added.

Shri. N A Nellikunnu, MLA of Kasargode who presided over the meeting appreciated the works of CPCRI and CDBH and called for all institutions to work together towards the development of the sector through research initiatives for reducing cost of cultivation and ensure production of quality fertilizers. Dr. V B Patel, ADG, ICAR, New Delhi, Shri. Renukumar, Vice Chairman, CDB and Shri. P R Muralidharan, President, BAMCO offered felicitations.

Dr. B. Hebbar, Director, ICAR-CPCRI welcomed the dignitaries and briefed about various technologies developed by the Institute. He further informed that the research of CPCRI is reoriented to reduce the cost of cultivation and for climate change resilience. Dr. Hanumanthe Gowda, CCDO briefed about various schemes implemented for coconut farmers. The Minister honoured ten coconut entrepreneurs in the function; MoAs on technology transfer were executed with seven entrepreneurs in the presence of Minister. Vadakara Coconut Farmer Producer Company Ltd, who secured the award instituted by the International Coconut Community for the best Farmer Organisation globally, was also felicitated at the event. Smt. Deepthi Nair Director, CDB proposed vote of thanks.

More than 500 progressive farmers from the states of Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Goa and Gujarat attended the programme. An exhibition was also organized showcasing various technologies on coconut cultivation and processing and diversified coconut products. Around 25 institutions/entrepreneurs/FPOs participated in the exhibition. A technical session was also organized followed by a panel discussion on coconut business plans proposed by the FPOs.

All coconut growing countries across the globe observe 2^nd September as World Coconut Day every year, which is the foundation day of International Coconut Community an intergovernmental organization of coconut growing countries established under the aegis of UNESCAP in 1969. India is a founder member of ICC. The objective of observing world coconut day is to promote all coconut-related activities and thus empowering the smallholder farmers and coconut industries in ICC member countries.
